4 Dead in Russia Church Shooting

(MOSCOW) — Russian media are reporting that a gunman opened fire with a hunting rifle on churchgoers leaving a service in the Dagestan region, killing four people and wounding four others. Police then killed the assailant.

The shooting took place Sunday evening in Kizlyar, a town of about 50,000 people on the border with Chechnya.

State news agency Tass cited Mayor Alexander Shuvalov as saying four people were killed and four wounded.

The motive for the shooting was not immediately known.

Dagestan is a predominantly Muslim region between Chechnya and the Caspian Sea. Following two separatist wars in neighboring Chechnya, an Islamist insurgency spread to Dagestan.

Spain has assumed a pivotal role in pressuring Venezuelan President Nicolas Maduro to change his regimes barbaric course, according to Spanish diplomats who spoke to VOA on condition of anonymity. Venezuelas crisis reached major dimensions last week as hundreds of thousands of Venezuelans made an exodus to neighboring countries, escaping the hyperinflation, food shortages and rampant violence prevailing over what used to be South Americas wealthiest oil producer. Spain has openly pushed for sanctions by the European Union that target Maduro and his top officials in a move that led to the expulsion of the Spanish ambassador and insults against Spanish Prime Minister Mariano Rajoy. Maduro called him a U.S. lackey. Venezuelan state media reported that the measures restricting travel and business in Europe by seven top Venezuelan officials were hatched in discussions Rajoy held with U.S. President Donald Trump in Washington last September. The U.S. has placed sanctions on more than 20 individuals in Venezuela, including politicians and government contractors, since repression of opponents to the Maduro government intensified last July. U.S. Secretary of State Rex Tillerson brought up the possibility of placing an embargo on Venezuelan oil sales during a recent swing through Latin America. He even hinted the U.S. might welcome a military coup. Coup denials Rajoys predecessor, Jose Maria Aznar, backed a coup against Maduros mentor, Hugo Chavez, when he was in power. But Spanish officials deny that anything similar is taking place now. Spains support for sanctions did not result from any consultation with Washington, a Spanish foreign ministry official told VOA. Its strictly between Spain and the EU. Our main concern is the Venezuelan people and standing up for democratic principles. Spain will lobby for expanding the sanctions at an EU foreign ministers meeting Monday in Brussels where Venezuela is on the agenda, according to a Spanish diplomatic expert on Venezuela. The source also said Spain has worked to isolate Venezuela among some Latin American governments, which excluded Maduro from a regional summit last week in Lima, Peru. When EU sanctions were adopted in January, Spanish Foreign Minister Alfonso Dastis said they were an incentive to help negotiations between Maduro and the opposition party, which were mediated by former socialist Spanish Prime Minister Rodriguez Zapatero. Zapateros eagerness to seal an agreement has been criticized by opponents of Maduro, who say he tried to pressure them into participating in presidential elections scheduled for next April that are seen as loaded in Maduros favor. Zapatero went from being an impartial arbiter to acting as a lawyer for the regime, said Caracas Mayor Antonio Ledezma, who escaped from his Venezuelan house arrest to Spain last December. He was personally received by Rajoy. Deep ties Spains ties with Venezuela run deep. Spaniards compose one of the countrys largest expatriate communities, numbering about 300,000. The Spanish oil company Repsol has invested more than $2 billion in Venezuela, and it continues operating oil and gas fields there. But the leverage could go both ways. Venezuela appears to have some political influence with Spains mainstream socialist party PSOE, whose spokesmen criticized the news media for giving too much coverage to opposition protests at the time that Zapatero assumed his mediation role. Venezuela also has contributed money to the far left group Podemos, which has been Spains third-largest political force and blocked a congressional resolution condemning Maduros power grab. Podemos was joined in opposing the motion by the Catalan Leftist Republic party (ERC), one of the main pro-independence groups in Catalonia that may head the next regional government. In an apparent tit for tat, Maduro has demanded the release of jailed ERC leader Oriol Junqueras and attacked Spain for trying to block an Oct. 1 referendum on Catalan independence. Cyberoffensive Venezuelan state channels joined a Russian cyberoffensive promoting Catalan separatism through social media. According to Spanish Defense Minister Maria Dolores de Cospedal, 32 percent of robot social media accounts used to amplify the separatist movement were based in Venezuela and connected with Maduros ruling PSUV. The head of the radical separatist Catalan Unity Party (CUP), Ana Gabriel, who is to appear in court next week to answer charges of rebellion, has been in Venezuela campaigning for Maduro. The Spanish government is investigating funds linked to members of the Venezuelan government that were deposited in Andorra, an independent archdiocese bordering northern Spain. But experts dont expect relations between Madrid and Caracas to be radically altered by the growing tensions. We know that Maduro is taking Venezuela toward being another Cuba and is very close to achieving it, a Spanish diplomatic analyst said. But we will keep talking to Maduro the same way that we keep talking to Putin. Ledezma said he asked Rajoy to use his influence with Venezuela to open a corridor for humanitarian aid proposed by Venezuelas neighbors.

US National Security Adviser H.R. McMaster warned Saturday against increased Iranian efforts to support its proxies in the Middle East, saying the “time is now” to act against Tehran.

“What’s particularly concerning is that this network of proxies is becoming more and more capable, as Iran seeds more and more… destructive weapons into these networks,” McMaster said at the Munich Security Conference, according to Reuters.

“So the time is now, we think, to act against Iran” he said.

His warning came on the heels of Iran’s piloting a drone into Israel last week from a base it has established in Syria.

The Iranian drone, which entered northern Israel from Syria near the Jordan border, was shot down by an attack helicopter. In response, Israeli jets attacked the mobile command center from which it was operated, the army said.

During the reprisal raid, one of the eight Israeli F-16 fighter jets that took part in the operation was apparently hit by a Syrian anti-aircraft missile and crashed. The Israeli Air Force then conducted a second round of airstrikes, destroying between a third and half of Syria’s air defenses, according to IDF spokesperson Lt. Col. Jonathan Conricus.

US Ambassador to the UN Nikki Haley said Wednesday the drone incident was a “wake-up call” to the world regarding Iranian efforts to cement its presence in Syria.

“The drone flight this week is a wake-up call for all of us. Iran and Hezbollah are making plans to stay in Syria,” she said during a meeting of the UN Security Council.

“Iran was once again doing what it does – risking conflict and testing the will of its neighbors and opponents to resist its aggression. Israel rightly took action to defend itself,” said Haley.

The hostilities marked the first direct clash in Syria between Israel and Iran, after repeated warnings by Israeli leaders that Iran is working to establish a new front on the northern border.

Prime Minister Benjamin Netanyahu has warned Israel would take military action to prevent Iran’s military entrenchment in Syria, as well against its Lebanese-proxy Hezbollah.

Foreign media reports have attributed dozens of airstrikes in recent years against weapons convoys destined to Hezbollah and other strategic targets in Syria to Israel.

At the UN, Haley said the Syrian government is acting as a “front” for Iran to sow instability in the region.

“The Assad regime has become a front for Iran, Hezbollah, and their allies to advance the irresponsible and dangerous agenda for the Middle East,” said Haley.

“When we look out across the Middle East, we know one thing for certain. When Iran and Hezbollah move in, instability always follows,” she added.

McMaster’s also singled out Iran’s growing support for the Lebanese terror group Hezbollah.

In Lebanon, US Secretary of State Rex Tillerson on Thursday accused Hezbollah of threatening Lebanon and the region, and called for it to end its activities in Syria, where it is fighting on behalf of the Syrian government.

Tillerson’s visit to Beirut came at time of tension between Lebanon and Israel, notably over the role of the Shiite Hezbollah — which controls a militia of tens of thousands of men and has already fought one war with Israel in 2006 and threatens to wage another — that dominated much of the conversation.

A powerful force in Lebanon’s political sphere through its presence in Hariri’s government, Hezbollah is an arch-foe of Israel and considered a terrorist organization by the United States.

It is a key ally of Lebanon’s President, Michel Aoun, and of Syrian President Bashar Assad. It has fighters on the ground in Syria supporting Assad’s regime.

Aoun asked Tillerson, during a meeting at the presidential palace, for US help in preventing what he said were ongoing Israeli violations of Lebanon’s sovereignty on the ground, at sea, and in the air.

His call coincides with heightened tensions between Lebanon and Israel over contested rights to offshore natural gas exploration in the Mediterranean, and Israel’s construction of a border wall that Lebanon says encroaches on its territory. Lebanon is also protesting Israeli violations of its airspace, often to bomb Iranian or Syrian targets inside neighboring Syria.

JERUSALEM/BEIRUT (Reuters) – Anti-aircraft fire downed an Israeli warplane returning from a bombing raid on Iran-backed positions in Syria on Saturday in the most serious confrontations yet between Israel and Iranian-backed forces based across the border.

The F-16, one of at least eight Israeli planes despatched in response to what Israel said was an Iranian drone’s incursion into its airspace earlier in the day, was hit by a Syrian anti-aircraft missile and crashed in northern Israel, an Israeli official told Reuters.

Both pilots ejected and were injured, one critically.

Israel then launched a second and more intensive air raid, hitting what it said were 12 Iranian and Syrian targets in Syria, including Syrian air defense systems.

Lebanon’s Iran-backed Hezbollah group said the downing of the plane marked the “start of a new strategic phase” that would limit Israel’s ability to enter Syrian airspace.

Iran’s involvement in Syria in support of President Bashar al-Assad in a nearly 7-year-old civil war – including the deployment of Iran-backed forces near the Israeli-occupied Golan Heights – has alarmed Israel, which has said it would counter any threat.

But Israel and Syria signaled they were not seeking wider conflict, even as Prime Minister Benjamin Netanyahu rushed to military headquarters in Tel Aviv and the pro-Assad alliance pledged a strong response to any Israeli “terrorist action”.

“Israel seeks peace but we will continue to defend ourselves steadfastly against any attack against us or any attempt by Iran to establish itself against us in Syria,” Netanyahu said in a televised statement.

Russia, whose forces began intervening on behalf of Assad in 2015, expressed its concern and urged both sides to exercise restraint and avoid escalation.

Netanyahu said he had spoken by telephone with Russian President Vladimir Putin and that they agreed Israel-Russia military coordination in regard to Syria would continue.

Putin told Netanyahu in the phone call that there was a need to avoid any steps that would lead to a new confrontation in the region, Interfax news agency reported.

A Western diplomat in the region said: “My impression is that it seems to be contained at this point. I don’t think anybody wants to escalate further.”

A Pentagon spokesman said the United States fully supported Israel’s right to defend itself, and a State Department spokeswoman said the United States is “deeply concerned” about the “escalation of violence over Israel’s border.”

U.N. Secretary-General Antonio Guterres is closely watching the “alarming” military escalation throughout Syria and calls on all sides to exercise restraint and work for an immediate and unconditional de-escalation of violence, a U.N. spokesman said.

CHAIN OF EVENTS

Saturday’s chain of events began at 4:30 a.m. (0230 GMT) when an Israeli Apache helicopter shot down an Iranian drone over the northern town of Beit Shean, the Israeli military said.

The drone had been sighted taking off from a base in Syria, and was intercepted after it crossed into Israeli territory, spokesman Lieutenant Colonel Jonathan Conricus said.

Israeli planes then struck an Iranian installation in Syria from which, the Israeli military said, the unmanned aircraft had been operated.

The Israeli military released grainy black and white footage of what it said was the drone’s control vehicle in Syria being destroyed.

The F-16 crashed on its return from the mission, coming down in an empty field near Harduf, east of Haifa.

“We heard a big explosion and then sirens. We didn’t know what was happening, we heard helicopters and planes,” said Yosi Sherer, 51, who was staying at a hostel in Beit Shean.

Flights at Tel Aviv’s international airport were briefly halted.

The area was quiet by mid-afternoon.

Conricus said missile remnants were found near the crash site. “We don’t know yet if it’s an SA-5 or SA-17, but it’s a Syrian anti-aircraft missile,” he said.

Israel then launched a second bombing raid in Syria.

The pro-Assad military alliance said Israel had attacked a drone base in central Syria but denied any of its drones had entered Israeli airspace. Iran rejected the Israeli version of events as “ridiculous”.

David Ivry, a former Israeli Air Force chief, told Reuters he believed it was the first time an Israeli F-16 was brought down since Israel began using the jets in the 1980s.

AIR SUPERIORITY

Israel has long maintained air superiority in the region, mounting air strikes in Syria on a regular basis, targeting suspected weapons shipments to Hezbollah.

Hezbollah said in a statement: “Today’s developments mean the old equations have categorically ended.”

Iranian and Iran-backed Shi‘ite forces, including Hezbollah, have deployed widely in Syria in support of Assad. Iran’s military chief warned Israel last October against breaching Syrian airspace and territory.

Netanyahu, visiting the Golan on Tuesday, peered across the border into Syria and in public remarks warned Israel’s enemies not to test its resolve.

An official in the pro-Assad alliance said after the downing of the F-16 that a “message” had been sent to Israel. But he added: “I do not believe matters will develop to a regional war.”

The Israeli military said it did not seek escalation, calling its action a defensive response to an Iranian act of aggression.

The U.S. administration has backed Israel’s hawkish stance on Iran and declared containing Tehran’s influence an objective of its Syria policy. On a visit to Israel last month, U.S. Vice President Mike Pence called Iran the world’s “leading state sponsor of terror”.

Pentagon spokesman Adrian Rankine-Galloway said the United States fully supports Israel’s right to defend itself.

“We share the concerns of many throughout the region that Iran’s destabilizing activities … threaten international peace and security, and we seek greater international resolve in countering Iran’s malign activities,” Rankine-Galloway said.

U.S. Secretary of State Rex Tillerson is expected to visit the region in the coming week to discuss Syria and other issues, and is scheduled to visit Jordan, Turkey, Lebanon and other countries. Netanyahu said he and Tillerson discussed the flare-up on Saturday.

Tensions also have spiked across the frontier between Israel and Lebanon over Israeli plans for a border wall, and Lebanese plans to exploit an offshore energy block partly located in disputed waters.

Israel captured the Golan Heights from Syria in the 1967 war and has occupied it since, annexing the territory in 1981 in a move not recognized internationally.

There has been an uneasy standoff since a ceasefire that followed a war in 1973, with United Nations observer forces manning a buffer zone between the two armies.

In November, Israel said it had shot down a Syrian reconnaissance drone over the demilitarized zone, and on Feb. 8 shots were fired from Syrian territory at an Israeli drone, hitting a house in Majdal Shams, in Israeli-occupied Golan.

Signaling a business-as-usual attitude in the face of significant legal woes, Prime Minister Benjamin Netanyahu adressed the Munich Security Conference Sunday morning, just days after the police recommended he be indicted for bribery, fraud and breach of trust.
This was the second high-profile conference Netanyahu has attended in less than a month, having gone in January to Davos for the economic summit there.

“We will never allow the rewriting of the historical truth,” the prime minister opened his statement that adressed the Iranian threat. “This is in my judgement the greatest threat in the world. Because once armed with nuclear weapons, Iran’s agression will be unchecked and will threaten the entire world.”

Netanyahu held up part of the Iranian drone that was shot down on February 10th, and challenged Iranian Foreign Minister Mohammad Javad Zarif, “You can take back a message to the tyrants of Tehran: do not test Israel’s resolve.”

Zarif was present at the weekend conference.

“Israel will not allow the regime to put a noose of terror around our neck. We will act if necessary not just against Iran’s proxies but against Iran itself,” he warned.

The use of the word “monitor” in the identifications used by the technical compliance advisor (TCA, for its acronym in English) Arnaldo Claudio , in addition to his work team, caused yesterday the most recent clash between the government of Puerto Rico and This official of the Federal Court.

Hours after Justice Secretary Wanda Vázquez and part of her work team signed a motion asking Judge Gustavo Gelpí to remove the word “monitor” from the IDs, the judge declared that the petition did not take place.

“The ACT, in fact, will monitor this court, as well as its advisory capacity, particularly in the training phase (of the Police Reform) that concludes in the fall.The TCA and its team are federal monitors and their identifications reflect it” , reads part of Gelpi’s order.

“Because it is under the orders of this court and its supervision, from this perspective is the monitor of this court,” continues Gelpi, who points out that it is not until now that the Commonwealth of Puerto Rico objects to the use of the term monitor when referring to Claudio.

“From the perspective of this court, both terms (TCA and monitor) are synonymous,” Gelpi said. “The court makes its identifications as best understood, in the same way that the Puerto Rico Police draws up theirs.

Earlier yesterday, Justice argued that the TCA, that is, Claudio, measures compliance and that it is not a monitor.

“The plaintiff and the defendant (in the Police Reform) agreed in the consent agreement to use the word (phrase) Compliance Technical Advisor instead of the word monitor, even though this afternoon it decides that TCA and monitor are synonymous, subject that the Commonwealth of Puerto Rico rejects, it is necessary that the credential of the TCA be consistent with the agreement “, reads the motion of Justice.

In the government document, he argues that the word “monitor” is not part of the TCA definition that appears in the agreement. 

“In addition, the agreement establishes that the TCA will only have tasks, responsibilities and the authority conferred by the agreement. The TCA will not be able to replace or assume the roles and duties of the Puerto Rico Police,” reads part of the motion.

The Justice Department said Mr. Mueller’s work was not complete. The indictment does not address the hacking of Democratic email systems or whether Mr. Trump tried to obstruct the F.B.I. investigation into Russian interference. Mr. Mueller is negotiating with the president’s lawyers over the terms of a possible interview.

The Russian operation began four years ago, well before Mr. Trump entered the presidential race, a fact that he quickly seized on in his defense. “Russia started their anti-US campaign in 2014, long before I announced that I would run for President,” he wrote on Twitter. “The results of the election were not impacted. The Trump campaign did nothing wrong – no collusion!”

Thirteen Russian nationals have been charged with illegally trying to disrupt the American political process through inflammatory social media posts and organized political rallies.

But Mr. Trump’s statement ignored the government’s conclusion that, by 2016, the Russians were “supporting the presidential campaign of then-candidate Donald J. Trump” and disparaging Hillary Clinton, his opponent. Working out of the office in St. Petersburg, the Russians described waging “information warfare against the United States of America,” according to court documents.

Mr. Mueller has gathered extensive evidence of contacts between Russia and the Trump campaign: Mr. Trump’s eldest son met with a Russian lawyer in hopes of receiving political dirt on Mrs. Clinton; one adviser has admitted being tipped off in advance to Russian hacking of Democratic emails; another was in contact with a Twitter account used by Russian hackers; a federal judge found probable cause that a third adviser was an unlawful Russian agent. And the Trump campaign repeatedly and falsely denied any contacts with Russia.

Whether any of that violated federal law is the weightiest question facing Mr. Mueller, and Friday’s indictment did not answer it. But it painted a picture of a Russian operation that was multipronged, well financed and relentless.

Russian operatives traveled across the United States to gather intelligence and foment political discord. They worked with an unidentified American who advised them to focus their efforts on what they viewed as “purple” election battleground states, including Colorado, Virginia and Florida, the indictment said.

In August 2016, prosecutors said, Russians posed as Americans and coordinated with Trump campaign staff to organize rallies in Florida.

Such anecdotes are rare examples of how intelligence agencies work covertly to influence political outcomes abroad. The C.I.A. has conducted such operations for decades, but both Mr. Mueller’s indictment and an intelligence assessment last year present a startling example — unprecedented in its scope and audacity — of a foreign government working to help elect an American president.

The indictment does not explicitly say the Russian government sponsored the effort, but American intelligence officials have publicly said that President Vladimir V. Putin of Russia directed and oversaw it. The indictment notes that two of the Russian firms involved hold Russian government contracts.

“This is clearly a message document,” Robert S. Litt, the former general counsel to the director of national intelligence, said of the indictment. “Mueller wants to end the debate over whether there was Russian interference in the election.”

The Russian nationals were accused of working with the Internet Research Agency, which had a budget of millions of dollars and was designed to reach millions of Americans. The defendants were charged with carrying out a massive fraud against the American government and conspiring to obstruct enforcement of federal laws.

None of the defendants were arrested — Russia does not generally extradite its citizens to the United States. But prosecutors use such indictments to name and shame operatives, making it harder for them to work undetected in the future. If they travel abroad, they risk capture and extradition.

Russian computer specialists, divided into day teams and night teams, created hundreds of social media accounts that eventually attracted hundreds of thousands of online followers. They posed as Christian activists, anti-immigration groups and supporters of the Black Lives Matter movement. One account posed as the Tennessee Republican Party and generated hundreds of thousands of followers, prosecutors said.

Separate divisions of the Internet Research Agency were in charge of graphics, data analysis and information technology, according to the indictment.

“I created all these pictures and posts, and the Americans believed that it was written by their people,” one of the Russians, Irina Viktorovna Kaverzina, wrote as the operation was being unmasked.

Their tasks included undermining Mrs. Clinton by supporting her Democratic primary campaign rival, Bernie Sanders, prosecutors said. Those instructions were detailed in internal documents: “Use any opportunity to criticize Hillary and the rest (except Sanders and Trump — we support them).” Mr. Mueller identified 13 digital advertisements paid for by the Russian operation. All of them attacked Mrs. Clinton or promoted Mr. Trump.

“Hillary is a Satan, and her crimes and lies had proved just how evil she is,” one advertisement stated.

In summer 2016, as Mrs. Clinton appeared headed for a decisive general election victory, Russian operatives promoted allegations of Democratic voter fraud. That echoed Mr. Trump’s own message that he was the victim of a rigged political system.

After the election, the Russians kept up their efforts to foment dissent. In November, they staged two rallies in New York on the same day. One had the theme, “Show your support for President-Elect Trump.” The other was called, “Trump is NOT my President.”

The indictment does not say that Russia changed the outcome of the election, a fact that Mr. Rosenstein noted repeatedly. American intelligence officials have said they have no way of calculating the effect of the Russian influence.

The Federal Election Commission started its own inquiry into the Internet Research Agency last year, according to documents obtained by The New York Times, after Facebook revealed that the firm had paid more than $100,000 for politically themed ads, including ones promoting “Down With Hillary” rallies.

The commission’s inquiry was prompted by a complaint filed by the government watchdog group Common Cause that claimed that the Facebook ads violated the prohibition on foreign spending, as well as requirements mandating the disclosure of campaign spending.

The Kremlin’s spokesman, Dmitri S. Peskov, told the RBC news website that Russian officials have not familiarized themselves with the document yet.

Mr. Mueller also revealed Friday that Richard Pinedo, of Santa Paula, Calif., had pleaded guilty to identity fraud in a case involving the sale of bank accounts over the internet. According to court papers, some of Mr. Pinedo’s customers are foreigners who are targets of Mr. Mueller’s inquiry. Mr. Pinedo has pleaded guilty and is cooperating with Mr. Mueller, court documents show.

Germany’s foreign minister said Saturday that his country no longer recognizes “our America” as he slammed President Trump’s “America first” foreign policy.

The official, Sigmar Gabriel, suggested that close U.S. ties with a strong European Union are as much in Washington’s interest as they are in Europe’s.

Speaking to world leaders and defense officials at the Munich Security Conference, Gabriel said no country in Europe has benefited as much from American help as Germany since World War II.

He said the country “eagerly learned” principles of democracy, multilateralism, international law and free trade from the relationship with the U.S.

“Maybe this can explain why we Germans in particular are so perturbed when we look across the Atlantic — because we no longer recognize our America,” Gabriel said. “Is it deeds, is it words, is it tweets we should look at to measure America?”

He urged a return to greater joint cooperation, saying now is not the time for “just pursuing individual national interests.”

Gabriel suggested the U.S. was going in the opposite direction, drifting toward approaches taken from powers like China and Russia who are “constantly trying to test or undermine” the European Union.

“It is one thing from possible rivals or competitors, but from our friends and partners we expect that they will respect the unity of the EU,” he said. “No one should try to divide the EU, not Russia, not China, but also not the United States.”

He warned that neither the EU nor the U.S. can go at it alone and that “we have to count on our friends and our partners.”

Trump’s national security adviser, H.R. McMaster, met one-on-one with Gabriel after his speech. McMaster reassured the forum that the United States still is strongly committed to its traditional alliances, but emphasized that “we must all share responsibility.”

“International peace and prosperity depends on all nations,” McMaster said. “For this reason, President Trump has called for stronger alliances and partnerships based on shared values, shared interests, shared responsibilities and shared burdens.”

Trump has pushed strongly for more NATO nations to live up to commitments to spend at least 2 percent of their gross domestic product on defense spending.
